Libyan Ambassador Advances Agricultural Partnership in Mozambique Meetings

Libya’s Ambassador to Mozambique Saleh Al-Buaishi has held meetings with senior Mozambican officials to discuss the Libya Africa Investment Portfolio’s (LAIP) rice cultivation project. The meetings sought to advance the project’s implementation following a recent LAIP delegation visit.

Ambassador Al-Buaishi met with Parliament Speaker Margarida Talapa and Foreign Affairs Minister Maria Manuela dos Santos Lucas to discuss the initiative. The Mozambican officials expressed their Government’s support for the project’s development.

The discussions followed a LAIP delegation visit to Mozambique, during which Mozambican authorities agreed to provide an alternative project site with conditions suitable for rice cultivation, including soil and water resources. The parties addressed legal frameworks necessary for the project’s advancement.

LAIP has acknowledged the Libyan Embassy in Mozambique and Ambassador Al-Buaishi for their ongoing endeavours in supporting the project’s development.

LAIP Concludes High-Level Mozambique Talks with Rice Project Breakthrough

The Libya Africa Investment Portfolio (LAIP) delegation has successfully concluded its official visit to Mozambique, achieving significant outcomes through a series of high-level governmental meetings.

The LAIP Board Chairman confirmed successful negotiations with Mozambique’s Investment and Export Promotion Agency, securing new land allocation and marking a decisive step towards revitalising the rice cultivation project.

The LAIP delegation conducted multiple meetings and field assessments throughout their visit. On Thursday, 16 January, the delegation, accompanied by the Libyan Ambassador to Mozambique, met with the Governor of Gaza Province. The province was selected as an optimal alternative location for the project due to its agricultural suitability, specifically its fertile soil and water resources essential for rice cultivation.

In preparation for the project’s technical relaunch, a specialised engineering team from a rice cultivation and processing firm conducted a comprehensive assessment of the existing factory infrastructure. Their inspection confirmed that approximately 80 per cent of the current machinery remains operational, with specific recommendations for targeted maintenance and equipment replacement to achieve maximum operational efficiency.

On Friday, 17 January, the delegation held a crucial meeting with the Director of the Investment and Export Promotion Agency, finalising agreements on the organisational and logistical frameworks necessary for the project’s implementation.

Later that day, the LAIP Board Chairman and the Libyan Ambassador met with the Director of Africa and Middle East Affairs at Mozambique’s Foreign Ministry.

The Director affirmed the project’s strategic importance and confirmed the Ministry’s commitment to providing all necessary resources for the project’s success.
